Purpose: This meeting was held primarily to give an update on the plan production efforts for Driggs Elementary School and Victor Elementary School and to briefly discuss the remaining projects.
 
Topics Discussed:
  • Construction documents for both Driggs and Victor Elementary School are almost complete.
  • Rendezvous Upper Elementary School: Construction documents should be ready by September.  The File Marshal has indicated that specific renovations should be included in the project.
  • Driggs and Victor Elementary Schools: Bid Documents have been made available for bidders.  Pre-bid meeting with subcontractors is today.  Groundbreaking for Driggs Elementary School is set for August 29th, at noon.
  • Teton High / Tetonia Elementary / Teton Middle Schools: Drawings continue to progress and scope defined.  Schedule is updated each OAC meeting.

Bid Documents are Available for Victor & Driggs Elementary Schools

Bid Documents have been made available for Victor & Driggs Elementary Schools.  Visit Headwaters' website and click on the Teton Elementary Schools link for access.  Bid package information will be issued in the coming days and a Pre-Bid meeting has been scheduled for 2:00 pm on July 17, 2018.

This Notice of Invitation to Bid, issued July 10, 2018 is hereby given that bids will be received by Headwaters Construction Company, acting as Construction Manager/General Contractor (CM/GC) for Teton School District No. 401 for the performance of the following work:

Victor Elementary School

 Bids will be accepted until 10:00 AM MT, Wednesday, August 1, 2018 from qualified Public Work’s Licensed Subcontractors.
Refer to the Invitation to Bid by following the links herein for all necessary information required to provide a proposal on this project. 
A pre-bid meeting will be held at 2:00 PM,  Tuesday, July 17, 2018.  Refer to the Invitation to Bid for Pre-Bid Meeting Location.

SPECIAL PROJECT NOTES:

This is a CM/GC project.  Proposals will be required on the Subcontractor Bid Form and Scope Sheets issued by Headwaters Construction Company.  These Documents will be provided as soon as possible.  A notice will be sent when these documents are available.

All Scopes are to be bid at this time.

June OAC (Owner-Architect-Contractor) Meeting
June 5, 2018 @ Teton School District Offices

Attendees: Monte Woolstenhulme (School Superintendent), Delwyn Jensen (Board Member), Eric Reiser (GPC Architects), Garret Chadwick (GPC Architects), Bryer Hastings (Headwaters), Jason Streit (Headwaters), Brent Douglass (Headwaters), Hyrum Pitt (Headwaters).
 
Purpose: This meeting was held primarily to give an update on the plan production efforts for Driggs Elementary School and Victor Elementary School and to briefly discuss the remaining projects.
 
Topics Discussed:
  • Construction documents for both Driggs and Victor Elementary School are almost complete.
  • Update provided for working with the City of Driggs Planning and Zoning Commission.  Next county planning and zoning meeting is next Tuesday at 5:00.
  • Teton High School: Discussed whether we would be able to get a slab down before winter.  This would probably not be feasible because of the summer and the challenges associated with meeting with the steering committee.
  • Tetonia Elementary School:  Potential changes to the Kitchen will be proposed to the steering committee.
  • Rendezvous Upper Elementary School: The roofs were discussed at length.  Many alternates will be included in the bid package for the project.
  • Teton Middle School: Discussion continued on the scope of work at the Middle School.  The scope includes a secure entry and more classroom space.  The architect will work on options for potential augmenting the available gym space.

​May 14, 2018 

​Garrett Chadwick, GPC Architects, provided a PowerPoint to inform the board on the school design progress. The PowerPoint can be found below.  He explained the process for the design and provided plans, elevations and/or artist renderings for VES, DES, RUES, TMS and THS schools. VES and DES construction is to begin at the beginning and end of August respectively.

As quoted from the Meeting Minutes:
Garrett Chadwick provided a powerpoint to inform the board on school design updates. Throughout the process, their team meet with steering committees from each school to record the information and come back with a conceptual design based on their comments. 
 
Garrett provided information on the Victor and Driggs Elementary School. He provided site plans, elevations, and artist renderings for both schools. He commented Headwaters Construction provided documents to start Victor Elementary in June and Driggs Elementary in July.  There may be cost savings for bidding.  They discussed the construction documents. 
 
Garrett updated the board on Rendezvous Upper Elementary.  He commented he met with Ms. Bybee and the 5th grade teaching team to learn what they needed.  He designed a schematic design based on their comments.  He discussed building design.  Namely the media center, counseling services, small group space, and staff space would be moved and reconfigured. They will also reconfigure playground entrance. He commented their goal was to have the construction documents completed by August. 
 
Tetonia Elementary School: Similar with RUES, they met with Tetonia teachers and listened to their needs. He provided a schematic based on comments.  He commented they will reconfigure for the media and staff workroom in a cost effective manner. 
 
Teton Middle School:  He met with teachers last week and following the meeting he provided a schematic design.  He commented since this was so recent, they will provide input soon. TMS needs are centered on a secure entrance, added PE space, and added classrooms.

​Teton High School: he commented they met and provided three schematic designs.  Same with TMS, this was recent and he expects to receive input soon. THS needs were centered on adding PE and classrooms. For the entrance, visitors will funnel through an administration area. 
 
Ben Kearsley inquired on the size of VES and DES.  Garrett commented the designs were based on existing enrollment and future capacity. In discussions with the project team, it was determined DES original design was downsized and VES was increased, with a net of 7,000 square feet unbudgeted for. The board discussed timing.   Garrett discussed staging the construction and it would be prioritized for schools with the greatest need.  The staggered start dates would be favorable for budgets. Chris Isaacson appreciated the staff was involved and for the creativity that came from the discussions. She felt the process has been great for the district.  Garrett commented the teachers also commented their appreciation of seeing their “fingerprint” in the plans.
 
The board determined they would not vote on the plans and that the board would be updated periodically.

Renderings Made Available

In conjunction with a news article published by the Teton Valley News, a few renderings have been made available for public viewing.  GPC Architects will provide a presentation showcasing the design for Driggs and Victor Elementary Schools on Monday 14, 2018 at the School Board Meeting.

Steering Committee Meeting (Victor ES and Driggs ES Committees)
May 1, 2018 @ Teton School District Offices

Attendees: Representatives of the School Board, District, GPC Architects, Headwaters Construction, Elementary School Administrative Staff (Principals), Teachers, Parents, and Community Members.  The Steering Committee itself consists of School Board Members, Teachers, Parents, and Community members.
 
Purpose: This meeting was held to give an update on the department programming meetings for Driggs Elementary School and Victor Elementary School and review changes to the construction documents from the last Steering Committee meeting.
 
Topics Discussed:
  • GPCA reviewed the meeting summary from the last Steering Committee meeting.
  • GPCA presented three colored elevation schemes.  Some of the committee members really liked the green
    scheme but a final determination was not made.
  • GPCA discussed the latest HCC schedule.
  • We discussed briefly the status of the other four schools.
  • We discussed that the District will set up a meeting with the Principals, IT & GPCA to finalize the FFE.

Purpose: This meeting was held primarily to give an update on the plan production efforts for Driggs Elementary School and Victor Elementary School and to briefly discuss the remaining projects.
 
Topics Discussed:
  • The District would like to see/understand different options for access control at the facilities, including a proximity reader that can be activated with the teacher's ID card.
  • Discussion continued regarding the road at the Victor Elementary site.
  • Conceptual plan for Rendezvous Upper Elementary was presented as well as a conceptual estimate.  The project is tracking well for this stage in the design process.
  • Conceptual plan for Tetonia Elementary School was presented and GPC discussed comments made by the steering committee, staff and District administrators.
  • GPC reviewed information from the High School steering committee meeting.  The current list of wants is not in line with what was discussed and planned for pre-bond.
  • To date, there has not been a steering committee meeting for Teton Middle School.
  • Headwaters presented an updated budget which incorporated subcontractor pricing for certain scopes of work.  The project is still tracking however various alternates are being discussed and developed which will allow the district to possibly buy additional scope depending on how final bids come in.
  • The District wants to make sure that the project team takes their time during design/preconstruction to make sure things aren't rushed.

Subcontractor Fair

April 4, 2018 @ Teton School District Offices

Attendees: Monte Woolstenhulme (School Superintendent), Delwyn Jensen (Board Member), Eric Reiser (GPC Architects), Garret Chadwick (GPC Architects), Bryer Hastings (Headwaters), Jason Streit (Headwaters), Brent Douglass (Headwaters), Hyrum Pitt (Headwaters), Todd Payne (Electrical Engineer).
 
Purpose: This meeting was held primarily to give an update on the plan production efforts for Driggs Elementary School and Victor Elementary School and to briefly discuss the remaining projects.
 
Topics Discussed:
  • Payne Engineering and some electrical questions that need to be addressed in the building design.
  • GPCA reviewed the meeting minutes from the last meeting.
  • Security of the building including access controls and cameras.
  • Lighting.  Headwaters provided suggestions on how to get the best lights for the cheapest cost.  The district wants to standardize the lighting so there isn’t so many types of bulbs/ballasts.
  • Communication needs to take place with the cities regarding the roads and access to the new facilities.
  • Headwaters provided an update on schedule and estimate.  Both are tracking well for this stage of the projects.
  • Headwaters to provide conceptual pricing for RUES at the next meeting.

March 20, 2018 @ Teton School District Offices

Attendees: Representatives of the School Board, District, GPC Architects, Headwaters Construction, Elementary School Administrative Staff (Principals), Teachers, Parents, and Community Members.  The Steering Committee itself consists of School Board Members, Teachers, Parents, and Community members.
 
Purpose: This meeting was held to give an update on the department programming meetings for Driggs Elementary School and Victor Elementary School and review changes to the schematic design from the last Steering Committee meeting.
 
Topics Discussed:
  • GPCA reviewed meeting minutes from the last Steering Committee meeting, design development plans for Driggs Elementary School with the changes made since last meeting, and requests made by the district during the prior OAC meeting.
  • The outdoor area outside the library was discussed with the Steering Committee providing input as to what they would like to see.
  • Logistics of moving from one school to another
    • Start early and purge unused items before moving

Purpose: This meeting was held primarily to give an update on the programming efforts for Driggs Elementary School and Victor Elementary School, to review the schematic estimate for Driggs Elementary School and to briefly discuss the remaining projects.
 
Topics Discussed:
  • GPCA reviewed last meeting’s minutes.
  • Engineers have been selected for Victor and Driggs Elementary Schools.
  • Changes to the design were made based on the recommendations from the Steering Committee.  This included enlarging the classrooms by about 2 ft.
  • The structural engineer has been engaged in discussing options for framing the building in the best and most economical way.
  • Computer lab to be step framed over the slab.  Provides most flexibility.
  • Fixture mounting heights in the restrooms to be ADA compliant and appropriate for kids.
  • Filter sizes for the heat pumps to be standardized.
  • Schedule remains on track.  Programming design for Tetonia and the Middle School to be accelerated.

February 27, 2018 @ Teton School District Offices

Attendees: Representatives of the School Board, District, GPC Architects, Headwaters Construction, Elementary School Administrative Staff (Principals), Teachers, Parents, and Community Members.  The Steering Committee itself consists of School Board Members, Teachers, Parents, and Community members.
 
Purpose: This meeting was held to give an update on the department programming meetings for Driggs Elementary School and Victor Elementary School and review changes to the schematic design from the last Steering Committee meeting.
 
Topics Discussed:
  • GPCA presented a brief review of the department programming meetings, Ed Spec, and changes to schematic floor plans and site plans for both Victor and Driggs Elementary Schools.
  • Security at the entrance of the building and to the reception area.
  • Cubbies in the classrooms.  If Cubbies go in the classrooms, the Steering Committee would like to see the classrooms grow in size.
    • Administration to tape out the size of the existing Victor classrooms and the new classrooms in the Victor Gym and review sizes.
  • Playground to be shifted toward the gym so that the playground and exit from the cafeteria can be more easily supervised by a single teacher.
  • Dual language wing limits the school’s long-term flexibility.

February 22, 2018 @ Teton School District Offices

Purpose: This meeting was held primarily to give an update on the programming efforts for Driggs Elementary School and Victor Elementary School, to review the schematic estimate for Driggs Elementary School and to briefly discuss the remaining projects.
 
Topics Discussed:
  • GPCA reviewed the progress of the programming efforts as all staff programming interviews are complete and most staff goals are being met through the design.
  • Reviewed possibility of including a dedicated pre-school area in Driggs Elementary School.  While there won’t be a dedicated area at the beginning, the building is being designed to be flexible and could accommodate a pre-school if future needs required that function.
  • Staff storage space.
  • Headwaters presented the preliminary budget and costs are tracking well for this stage in the design process.
  • Bus overflow in Victor.
  • Value engineering ideas and possible bid alternates.
    • Cutting square footage to save on costs to be last resort.

Department Programing Conferences
February 12-16, 2018 @ Driggs Elementary School and Victor Elementary School

Attendees: GPC Architects and representatives from both Driggs Elementary School and Victor Elementary School for the following departments: Administration, Special Education, Kindergarten, 1st Grade, 2nd Grade, 3rd Grade, Special Curriculum (Library, PE, Music, Art), Maintenance, IT, Transportation, and Nutrition.
 
Purpose:  Further refine the program and design for the individual spaces in preparation of the Architects advancing their design concept.
 
GPC Architects met with each department at Driggs and Victor Elementary Schools to discuss the needs of each department as it relates to and functions in a new facility.

Steering Committee Meeting (Victor ES and Driggs ES Committees)
February 6, 2018 @ Teton School District Offices

Attendees: Representatives of the School Board, District, GPC Architects, Headwaters Construction, Elementary School Administrative Staff (Principals), Teachers, Parents, and Community Members.  The Steering Committee itself consists of School Board Members, Teachers, Parents, and Community members.

Purpose:  Present initial design concept for review, comment, and general approval so that design and pricing can continue.  Steering Committee responsibility is to recommend to the board, approval, denial, or approval with conditions, the design/program of the project.

Topics Discussed:
  • Reviewed roles of the project team, i.e., District, Architect, CM/GC
  • Discuss brief history of the project
  • Brief review of the school tours, education specifications, and programming meetings at Driggs and Victor Elementary Schools
  • Conceptual floor plans, site plans, isometric drawings, and renderings were presented for review and initial comments
  • Elementary School Principals will establish programming interviews with school staff
  • Steering Committee provided approval with a few minor conditions
  • Headwaters to begin pricing based on this approval

February 6, 2018 @ Teton School District Offices

Attendees: Monte Woolstenhulme (School Superintendent), Delwyn Jensen (Board Member), Eric Reiser (GPC Architects), Garret Chadwick (GPC Architects), Bryer Hastings (Headwaters), Jason Streit (Headwaters), Brent Douglass (Headwaters), Hyrum Pitt (Headwaters).

Purpose:  Continue discussions regarding, scope, schedule, logistics, and process. Review initial design concept presented by GPC.

Topics Discussed:
  • Almost all Geotechnical Investigations have been completed
  • Brief review of the school tours, education specifications, and programming meetings at Driggs and Victor Elementary Schools
  • Conceptual floor plans, site plans, isometric drawings, and renderings were presented for review and initial comments
  • If the Steering Committee approves initial concept for the elementary schools’ layout, Headwaters will commence pricing the two schools
  • Preliminary Schedule
  • Definite design or construction milestones have been set.  More information forthcoming.
  • The District is working on a traffic study to inform the site design to accommodate the traffic at each school

Attendees:  See and tour Elementary Schools in the surrounding regions to identify what other Districts are including in their new construction projects.

Schools Toured Include:
  • Burton Elementary in Madison School District 321 Rexburg, Idaho.
  • Southfork Elementary in Jefferson County School District in Rigby, Idaho.
  • Summit Hills Elementary in Bonneville School District 93 in Ammon, Idaho.
  • Edgemnont Elementary School in Idaho Falls School District 91 in Idaho Falls, Idaho.
  • Munger Mountain Elementary School in Teton School District 1 Jackson, Wyoming.

Victor Elementary School Programming Workshop and Design Charrette
January 9, 2018 @ Victor Elementary School Classroom 

Attendees: 14 Individuals including representatives of GPC Architects, Headwaters Construction, Victor ES Principal, several teachers from each grade, special curriculum faculty, special education faculty, and a counselor.

Purpose:  The purpose of the meeting was to review the program for the new elementary school, analyze the site, and set goals for the new facility, while considering the needs of the school teachers and staff.

Topics Discussed:
  • Project Analysis
  • Project Goals, while considering project strengths, weaknesses, and challenges
  • Site Analysis, including natural forces, i.e., sun, weather, views, constraints
  • Site Goals
  • Project Programming, including a list of needed spaces and approximate sizes
  • Desired adjacencies
  • Outdoor spaces to consider
  • Generate basic designs (see photos below of faculty using the scale-model blocks)
    • 8 Designs were initially generated
    • 3 Designs were selected as most in alignment with project goals
  • A comprehensive report of this meeting is forthcoming and will be posted to this website.

Purpose:  Initial Kickoff meeting to discuss to begin discussions regarding, scope, schedule, logistics, and process.

    • As the Design Team is still gathering information regarding programming and scope, no definite design or construction milestones have been set
  • Update summary on Driggs Elementary School Programming Workshop and Design Charrette, and plans for additional workshops

  • Preliminary Discussion about a Subcontractor Fair to encourage participation by local Teton Valley subcontractors
